Background of PPCD
Participatory Partnerships for Community Development (PPCD) is an innovative programme developed by Chevron Nigeria Limited (CNL), operators of the NNPC/Chevron Joint Venture to structure NGO support for its Global Memorandum of Understanding (GMoU) – a tripartite agreement signed by Chevron, Communities in Chevron’s areas of operations and Governments of those states. The GMoU is a community engagement strategy that seeks to manage relationships, promote sustainable development, give greater ownership of development to local communities and provide a conducive environment for business operations. Its implementation involves other stakeholders such as LGAs, Niger Delta Institutions (NDIs), NGOs, and other interested development organizations and partners.
The PPCD is designed to build the capacity of Regional Development Councils (RDCs), community members and other critical stakeholders in the GMoU process to ensure improved service delivery and sustainable development in the communities in three states – Bayelsa, Delta, and Ondo.
PPCD has operated successfully for ten years and has its office in Warri, Delta State but its activities currently cover Bayelsa, Delta and Ondo states and these activities are undertaken by staff members and supported by other partners. Following changes in its structure, the project is seeking to hire a qualified individual to fill the position of Program Officer /Senior Program Officer (Institutional Strengthening & Livelihoods).
Position description
The Officer/ Senior Officer shall be responsible for the implementation and coordination of the activities of PPCD in building the institutional capacity of the RDCs and other stakeholders as well as lead the economic strengthening & livelihoods enhancement components of the project across the three intervention states. This assignment will involve extensive traveling within the Niger Delta region including specific trips to deep coastal communities.
Specific duties
The Officer/Senior Officer shall:
- Assess the training needs of the RDCs, develop & manage training deliveries.
- Initiate programs to support the RDCs in the design and implementation of their institutional strengthening initiatives.
- Work with RDCs and their communities to design development and livelihoods enhancement programs.
- Work in close coordination with RDCs & their communities to implement livelihoods enhancement programs identified in their development plans.
- Work with RDCs /communities to design livelihood models and strategies based on economic & livelihood priorities in their communities.
- In coordination with PPCD’s M&E Officer, develop monitoring plans and strategies for effective and efficient monitoring and reporting of progress and results of the livelihood activities.
- Research and explore opportunities for livelihoods enhancement and position RDC communities to benefit from such opportunities.
- Responsible for data management on the PPCD website of all activities relating to the role and share information as may be requested by the managing NGO and donor.
- Carry out other tasks as may be assigned from time to time.
Minimum qualifications/experiences
- First degree in the social sciences, community development, agricultural studies, or related disciplines.
- At least 5 years of work experience in training, institutional strengthening, community development or economic development.
- Technical understanding of economic development and livelihoods approaches and current standards of practice.
- Must be ready to travel extensively within the Niger Delta region.
- Must have excellent communication, writing, presentation, organizational and interpersonal skills.
- Must be innovative, creative and proficient in the use of MS Office package and other data analysis and visualization software.
- Experience in proposal writing is required.
- Must demonstrate a good understanding of cultural practices in the intervention states.
- Work experience in the development sector shall be an added advantage.
