April 5, 2024The handbook is a comprehensive resource aimed at facilitating the effective implementation of Host Community Development Trusts (HCDTs) in Nigeria, thereby contributing to sustainable development and positive outcomes for host communities, oil and gas companies, and other stakeholders. Intended for various stakeholders involved in the establishment and operation of HCDTs, including members of host communities, HCDT members, oil and gas companies, civil society organizations (CSOs), and the Federal Government of Nigeria (FGN), it aims to ensure that all relevant parties have access to guidance on implementing HCDTs effectively.
The primary purpose of this handbook is to provide practical guidance on implementing the HCDT section of the Petroleum Industry Act (PIA). It aims to ensure that stakeholders understand their roles and responsibilities in establishing and managing HCDTs and that any negative impacts associated with these trusts are mitigated. The handbook does not critique the PIA or past practices but rather focuses on providing support in areas where stakeholders have identified gaps or shortcomings in existing regulations. By acknowledging the challenges associated with the legislative process and the implementation of HCDTs, the handbook sets a pragmatic tone, recognizing that achieving effective implementation will require concerted effort and collaboration among stakeholders.
It is the result of collaborative efforts involving representatives from oil and gas companies, communities, government, and civil society organizations. This inclusive approach ensures that the handbook is informed by diverse perspectives and experiences, thereby increasing its relevance and potential effectiveness.
