The Abia State Long-Term Development Plan (ABSLTDP) 2020-2050 is a meticulously crafted roadmap designed to propel Abia State towards rapid growth and development over the next three decades. This plan is structured with five-yearly planning and review elements, embodying a social compact that encapsulates the shared vision and collective aspirations of the Ndi Abia. The primary goal is to transform Abia State into a dynamic, developed region with a continuously improving quality of life for its citizens.
Essence of Abia State Long Term Development Plan
The definitive essence of ABSLTDP is articulated through a series of eight fundamental questions, which serve to outline its core objectives and guiding principles.
Development Process
The development of ABSLTDP followed a systematic framework, methodology, and work plan that were regularly reviewed and shared with stakeholders through various training and consultative meetings, including diagnostics, visioning sessions, and town halls. The process was bottom-up, participatory, and evidence-based, involving extensive data collection and design formulation. A total of 160 meetings and engagements were conducted, involving 2,980 participants. The Visioning Committee, supported by the Technical Working Group, generated sectoral and thematic reports that were integrated into the draft ABSLTDP through several review processes. The plan also incorporated considerations for the impacts of COVID-19, which were not initially foreseen.
Principles of Abia State Long Term Development Plan
ABSLTDP is guided by the theory of general system change and is underpinned by three main principles:
- Treating Abia State as an autonomous economic enclave within Nigeria.
- Removing barriers to socio-economic growth and development.
- Clearly communicating the new development paradigm to all stakeholders to ensure broad inclusion, active participation, and equitable sharing of outcomes.
This plan marks a significant shift from a project-centric approach to one focused on large-scale, sustainable system change. It is designed to be an inclusive and enduring strategic plan for the state.
Sustainable Strategies
To achieve sustainability, ABSLTDP incorporates the following strategic measures:
- Ownership and Participation: Ensuring that all stakeholders are actively involved in the planning and implementation processes.
- Irreversibility: Establishing programmes that remain robust despite regime changes or resource fluctuations.
- Communication and Security: Maintaining clear communication channels and ensuring the security of initiatives.
- Smart Initiatives: Implementing innovative solutions to foster development.
- Shock Responsiveness: Adapting to unforeseen challenges, informed by lessons from social protection measures and the COVID-19 pandemic.
- Legal Protection: Securing legal frameworks to support the plan’s initiatives.
- Partnerships: Building strong collaborations to enhance the plan’s effectiveness.
These sustainable strategies are embedded throughout the ABSLTDP, ensuring that the plan is resilient and adaptable to future challenges.
