January 18, 2024The Nigerian National Petroleum Company Limited has concluded plans to transfer the management of the Port Harcourt refinery to private operators. The oil refinery has issued a call for Expression of Interest (EOI) from eligible oil and gas companies to undertake the responsibility of operating and maintaining the refinery.
In an official post on official post on X , NNPCL emphasized its intention to engage reputable and legitimate companies for the efficient operation and maintenance of the refinery, ensuring reliability and sustainability in meeting the nation’s fuel supply and energy security commitments.
The contract’s scope, as outlined by NNPCL, will cover various refinery business processes, including long- and short-term planning for production and operations, production and operations execution, monitoring, reporting, optimization of operations, maintenance execution, environmental management, health and safety, minor projects, and more.
Interested companies are required to demonstrate a minimum average annual turnover of at least $2 billion for the fiscal years ending in 2019, 2020, 2021, and 2022, respectively, along with other specified requirements published on the company’s website.
Prospective applicants are to register their companies for participation in the Expression of Interest (EOI) process through the NNPC Ltd/Nipex Tender process portal.
Failure to provide the required details outlined in Section 5.1 (a-e) by 12:00 Midnight on Monday, 29th January 2024, would mean that the operator loses access to submit mandatory information. Individual bidders will receive notifications on the NNPC Ltd/Nipex Tender Portal, granting them access to make submissions related to “EOI for the Provision of Operations and Maintenance (O&M) Services for NNPC Limited Port-Harcourt Refining Company (PHRC).”
All documentation must be submitted online via the electronic NNPC Ltd/NipeX tender portal before the deadline at 12:00 pm on February 26, 2024. The EOI will be virtually opened following the submission deadline on Monday, 26th February 2024, using the NNPC Microsoft Teams platform. Bidders and external observers who have submitted their EOIs will be invited to attend the virtual live stream bid opening session upon acceptance.
In the case of any unscheduled holiday on the EOI submission date, the new deadline for EOIs will be the next working day, extending the closing date and time accordingly.
After the expiration of the Expression of Interest (EOI) submission deadline, bidders will lose their access to the Nipex portal for submitting bids, as stated by NNPC.
