INVITATION FOR PREQUALIFICATION AND DIRECT TENDERING FOR PROCUREMENT OF WORKS, GOODS AND EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR THE 2017 CAPITAL PROJECTS.
1.0 INTRODUCTION
The Ministry of Niger Delta Affairs, in furtherance of its statutory mandate, intends to implement some capital projects after securing some funds in the 2017 Appropriation Act.
The Ministry therefore invites interested Contractors, Suppliers, Consultants and Service Providers with requisite expertise and experience to tender for the procurement of Works, goods and services to be provided in various states of the Niger Delta Region as summarized in the following tables:

Procurement of Shore Protection/Erosion Control Projects in various locations as contained in the various Standard Bidding Documents.

Procurement of Electrification Projects in various locations as contained in the various Standard Bidding Documents.

Procurement of Agro Projects in various locations as contained in the various
Standard Bidding Documents.
Lot I:
Consultancy Services for Training and Empowerment as contained in the
Various Standard Bidding Document.
Lot J:
Consultancy for Utility and Infrastructural Mapping of Niger Delta Region
Lot K:
Consultancy for design of Modula/Mini Pilot Refinery in one state of Niger Delta Region.
Lot L:
Consultancy Service for Environmental Impact Assessment and Impact Mitigation monitoring as contained in the various Standard Bidding Documents
Lot M:
Procurement of Goods as contained in the various Standard Bidding Documents.

(2.0) METHOD OF APPLICATION
Interested contractors with requisite qualifications for execution of the projects in Lot N are to submit their company profiles including relevant qualification documents as listed in 3.0 below.
Contractors, Suppliers, Consultants and Service Providers who are interested in Lots A – M are required to obtain Tender Documents from Room 3A 0.15 Ground Floor upon payment of a non-refundable fee of Twenty Thousand Naira (N20,000.00) only per Lot to the Ministry’s TSA account in any commercial Bank.
(3.0) QUALIFICATION REQUIREMENTS:
Interested Competent Contractors Consultant and Service Providers who wish to participate in the exercise are required to submit their Company’s profile including but not limited to the following documents and should also be arranged in the same order:
(i) Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC)
(ii) Tax clearance certificates for the last three (3) years (2014, 2015 & 2016)
(iii) PENCOM compliance Certificate
(iv) Industrial Training Funds (ITF) Compliance Certificate
(v) National Social Insurance Trust Fund (NSITF) Compliance Certificate
(vi) BPP Certificate or Interim Report of Registration with the National Data Base of Contractors (BPP).
(vii) Company Audited Account for the last three (3) years.
(viii) Detained Curriculum Vitae and profile of key / Professional Staff with copies of relevant certificates
(ix) Evidence of previous experience in execution of Works/Services of similar nature.
(x) Letter from Banker showing financial support/Capability
(xi) Evidence of capacity to provide vocational skilled training programme in the designated field (for Lot 1 only).
(xii) Firm’s corporate registration with the appropriate professional body to undertake the respective projects (e.g. COREN, ARCON, CORBON, SURCON etc.)
(xiii) Sworn Affidavit confirming the following:-
(a) That no staff of the Ministry of Niger Delta Affairs is a Director of the Company;
(b) That the company is capable of carrying out the services in the Niger Delta region;
(c) That neither the company nor any of its Directors is bankrupt or in receivership; and
(d) That none of the Directors have been convicted in any Court of Law on any criminal offence
(xiv) Evidence of registration with Federal Ministry of Environment to conduct EIA (for Lot L only).
(4.0) SUBMISSION OF DOCUMENTS
The completed tender documents are to be enclosed in two (2) hard copies in sealed envelope clearly marked with the appropriate Project Title and Lot No of the project at the top right hand corner and address as follows:

Completed bids are to be submitted in Room 3A 0.15, Ground Floor, Federal Secretariat, Phase 1 not later than 12:00 noon on Monday 1st August, 2017.
The bids will be opened on the same day (1st, August, 2017) at the SGF Conference room, around floor immediately after the close of bid at 12:00pm in the presence of Bidders or their representatives and Non-Governmental Organisations (NGOs).

NOTE:
(i) The Ministry may verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
(ii) Bidders who have worked for the Ministry and have history of poor performance; abandonment or prolonged contract execution period need not apply;
(iii) No bidder will be allowed to bid for more than two (2) Lots
(iv) This advertisement shall not entitle any bidder to make claim whatsoever, and /or seek any indemnity from the Ministry;
(v) All submission pages must be duly initialled by relevant staff of the company;
(vi) Two (2) hard copies and one (1) soft copy of proposals (Technical & Financial where applicable) are to be submitted for each lot applied
(vii) Bidders are required to provide a verifiable statement on the Local Content of the Goods or services to be provided.
(viii) Bidders CAC Registration Number (RC), with contact phone number, valid e- mail address and official company address must appear on their letter head paper. The letter head paper must bear the name and the nationalities of the directors of the company at the bottom of the page for their submission.
(ix) Non-compliance to the instruction will lead to disqualification.
