What ways can project impact and accountability be measured to prevent overspending and repetition?

    Lack of coordination among donor agencies, combined with zero accountability to these projects, can be blamed for the current state of development in the Niger Delta. What ways can project impact and accountability be measured to not only avoid overspending but preventing projects from being repeated (without taking into account lessons learned from past projects) in the the same location and thus producing the same result?
